_JOB OVERVIEW: _This position's primary duties will include providing on-site mentoring to early childhood facilities such as, but not limited to, providing direct assistance to help early childhood facilities establish developmentally appropriate learning environments; providing guidance for lesson planning and assisting child care providers improve his or her abilities and skills through observation; conducting assessments and modeling. Additional duties include: guiding, advising and supporting the child care facility in attaining and maintaining Texas Rising Star (TRS) certification and to assist facilities move towards a 4 (four) Star or National Accreditation status by providing on-going support through professional development and modeling developmentally appropriate practices. Responsible for providing effective assessments for current Texas Rising Star providers and potential providers interested in the Texas Rising Star program. Responsible with the coordination and implementation of all TRS related activities associated with the Child Care Services (CCS) Program. Duties will include assisting the Child Care Solutions Manager with the child care program to include quality initiatives. Meets regularly with and provides child care resources, including developmentally appropriate books, materials, and equipment, to TRS-certified providers. May serve as an assessor of child care providers during the TRS certification process._ DUTIES AND RESPONSIBILITIES: _

  • Responsible for coordination and implementation of all TRS provider related activity within the required timeframes which include, but are not limited to, assessments, reassessments, technical assistance, renewals, monitoring visits, and required paperwork.
  • Ensure all TRS sites receive on-site visits regularly (i.e., bi-monthly schedule)
  • Provide Child Care Solutions Managers detailing results of on-site visits (i.e., achievements and challenges).
  • Recruit child care providers and provide on-site training in attaining TRS status.
  • Assist in ordering materials and resources as needed for the TRS program.
  • Maintains and updates Texas Rising Star Files.
  • Maintains the Texas Rising Star information updated in the TWIST Application and the Child Care Provider Database (Provider Listing)
  • Develop instructional materials and provide instructional trainings on a monthly basis.
  • Plan and coordinate Early Childhood Trainings to improve the quality of child care
  • Monitors TRS providers for Child Care Attendance Automation (CCAA) compliance.
  • Negotiate, issue, and ensure compliance with Service Improvement Agreement (SIA) as necessary.
  • Facilitates and provides guidance for developmentally appropriate learning activities to Child Care Providers.
  • Interprets and communicates provider policies and procedures information, as needed.
  • Completes and routes the TRS Provider Activity Report to include list of children within 24 hours of action taken, may assist in same capacity for non-TRS Providers.
  • Validates that CCS staff have taken timely and appropriate action after issuance of TRS Provider Activity Report(s).
  • Provides training to CCS staff in areas that apply to the TRS Providers.
  • Observes and follows through with all required timeframes.
  • Maintains a professional work area.
  • Provides excellent customer service.
  • Participate in community events as required.
  • Travel is required to carry assigned functions.
  • Attends trainings and conferences as needed; travel overnight as necessary.
  • Performs other duties as assigned.
  • Bachelor's degree from an accredited four-year college or university in early childhood education, child development, special education, child psychology, educational psychology, elementary education, or family consumer science;
  • Bachelor's degree from an accredited four-year college or university with at least 18 credit hours in early childhood education, child development, special education, child psychology, educational psychology, elementary education, or family consumer science with at least 12 credit hours in child development; or
  • Associate's degree in early childhood education, child development, special education, child psychology, educational psychology, elementary education, or family consumer science with two years of experience as a director in an early childhood program, with preference given for required experience with a provider that is accredited or TRS certified.
  • One year of full-time early childhood classroom experience in a child care, Early Head Start, Head Start, or prekindergarten through third grade school program.
  • Best practices in early childhood education
  • Understanding of early childhood evaluations, observations, and assessments for both teachers and children
  • Infant/Toddler Environmental Rating Scale (ITERS), Early Childhood Environmental Rating Scale (ECERS-R), Family Childcare Environmental Rating Scale (FCERS), Teacher Behavior Rating Scale (TBRS), Classroom Assessment Scoring System (CLASS), or other assessment tools.
  • Understanding of TRS Certification Guidelines and the minimum standards of Texas child care licensing
  • Bilingual (English and Spanish speaker)
  • Ability to relate to individuals from culturally diverse backgrounds
  • Microsoft Word and Excel, Internet, and comfortable using e-mail and entering data on a PC tablet
  • Detail oriented with strong oral and written communication skills
  • Basic administrative skills, including recordkeeping and use of a computer for data management and professional communication
  • Effectively manage multiple projects
  • Possess a valid motor vehicle operator's license subject to an approved motor vehicle report and reliable transportation for travel within the service delivery area.
  • Analytical and problem solving skills.
  • Detail orientation and strong organizational and documentation skills.
  • Good computer software skills for database, reports and spreadsheets.
  • Ability to develop and maintain professional working relationships with management, coworkers, workers from other programs as well as the public.
  • Must be observant, patient, with good communication skills.
  • Participation in required annual professional development and continuing education consistent with child care licensing minimum-training requirements for a center director.** PREFERRED EDUCATION/EXPERIENCE:**MINIMUM EDUCATION
    • Bachelor's degree from an accredited four-year college or university in early childhood education, child development, special education, child psychology, educational psychology, elementary education, or family consumer science;
    • Bachelor's degree from an accredited four-year college or university with at least 18 credit hours in early childhood education, child development, special education, child psychology, educational psychology, elementary education, or family consumer science with at least 12 credit hours in child development; or
